I do not think the parents are being unreasonable here. Despite what you might want to think, weed does impair your development. I am a certified nurse and narcotics, particularly among children, are my specialty.
I genuinely do not think your friend knows what they are doing besides messing around and they are being extremely reckless with their own behavior. Stealing from parents is escalating poor behavior, not "trying to escape". There are social services you can try to reach to if you think there is a genuine issue here.
Of course, if your friend is like this they are due to juvenile justice processing.
