This isn't an actual implementation of the law, not even close.
Reporting this as an implementation of that law is misleading. Could this be a small part of the puzzle for someone attempting a full implementation? Sure maybe, but is also has other potential use cases outside of this law.
Honestly it is surprising Linux had an optional field for "room number", but not one to keep a users birthday.
The law is very bad. There is no need to whip up extra drama over an extra user field in Systemd.
