once i'm done with the api this is what i'll be working on. it's a difficult problem. most sites accomplish this with engagement optimized algorithms, hidden user scores, shadow bans, etc... i do not want to do any of this. users should control their feeds and it should be transparent.

i am sill trying fully flesh out how this will work. you can give public "quality" scores to accounts, but then is it too easy to game? or somehow allow user submitted algorithms and lists the others can follow?
