Three rules of power

1. Power is never static. If you are not taking action, you are being acted upon

2. Power is like water. It flows like a current in some direction every day. Politics and policy making is a way of harnessing that flow in a direction you prefer.

3. Power compounds. Power creates more power, so does powerlessness.

The only thing that keeps the third law leading to a situation where only one person has all the power, is how we apply laws one and two.
