But the primary colors of light are red, green, and blue, where pure-green light is a bit more yellowy like lime green than stereotypical plain "green" paint is. So in terms of light, the secondary colors are yellow, cyan, and magenta. The complementary colors here are, therefore, red & cyan, blue & yellow, and green & magenta.

I don't know what you mean by a "neutral" color, green is still bright and relatively simple to make given "primary" paint colors.
