Yes it is an HP Lovecraft creation, and the name is not racist, here is why:
-It is inspired by Lord Dunsany's "Sheol-Nugganoth", a god of the forest and life.
-It has "Niger" in its name, that does NOT mean that it is the offensive slang, it is just "Black" in latin (Shub-Niggurath is also called The BLACK goat of the Woods with a Thousand Young).
-Oh, and the infamous name of his cat "N*gger Man"? It is more likely that Lovecraft's grandfather gave it that name, rather than Lovecraft himself, since HPL was just a little child at the time.
